I want to create a book with 8 x 11 pages. How do I format my work in
Publisher so a printing company can view the pages as page one becoming the
first and last page of the book, and the second page I print becomes the
second and second-to-last page in the book?

YOU don't do that. YOU create letter size pages in reading order. You
let the company who is manufacturing your print do whatever it is they
need to do for their manufacturing purposes.

I have a book written, the only graphic inside it is my photo. I would like
to use to graphics from Microsoft publisher on the cover. Would that be
copyright infringement?

It depends. But...why take the chance, just create original art or pay
someone to.
