Creating borders

can you create a border using a clipart image? I have a request from a
client to create a border of many kangaroos and I thought I could convert an
image to create a border - but cannot figure it out

If the image is not too complex, draw a rectangle, Lines, More Lines, BorderArt,
Create custom. There are a lot of kangaroos on the Office site.
