Creating Custom Toolbars

Hi all,
This is my first time ever dealing with Outlook, and as I am only a Soph. in
College I have very limited experience in general. I am trying to make a
cutsom toolbar for when someone opens Outlook. I have code that will make the
toolbar and do what i want(not an add-in though), and to share this code I
have to export -> import. I am trying to use Visual Studio 2008 (VB) and
Outlook 2003. I have the code for when the custom button is clicked that I
can trasnfer into the add-in but I can not get the toolbar to be made. I have
been looking for many examples online for the past few days yet none are
working for me. I have tried to copy code directly over to just see how it
works but still no luck. So I am woundering if anyone out there can help me
get started and how to make a toolbar that will apply for an entire office
and not just my computer that will be easier that the export -> import method.
