Is it blurry only to this particular recipient? What does it look like when
you send it to yourself?

If you are layering objects, then they will be converted to images, which
may appear grainy depending on the user's monitor and your graphics options.

8pt text is a little on the small side for screen text, so your text is more
prone to blurring.

Is the text box near a graphic at all?

No. It is not near a graphic.
I am getting the impression that MS Publsiher is not the best tool to create HTML emails....

Well, that is not necessarily true. But if you are working with a smaller
point size, or something is affecting your html based on it's content, we
need to peek at it.

Sounds to me that the text is getting converted to a graphic for one reason
or another, and if that is the case, 8 pt is very small and will definitely
turn rough and fuzzy. On a 17" monitor at 1280 resolution, an 8pt capital
letter will have little more than 8 pixels in height to form the character.

I have received the file and I have received the newsletter in HTML format
and it appears properly on my end. He is sending it to others to see how it
appears on their monitor.
