Creating forums in Frontpage

How can I create a question & Answer forum on my website?
I want to allow visitors to post their questions and have
other users or even myself answer the questions. I guess
I'm looking to add something like this forum.

there is a very simple one here:
http://www.gurgensvbstuff.com/ (the site is currently down but worth
bookmarking)
It writes it's info to a plain text file and FrontPage can allow you to set
the permission to the file.

you'll have to be on a windows server.
