creating .ico files

How do I create the .ico files that can be placed on the application startup?
I tried creating a small bitmap image and placing the .ico filetype on the
end, but that didn't work.

You need to use image editing software to convert (save as) your bmp (or
other format) into a .ico

For free you can use irfranview
