Creating new Status Report Request - Resources

I go to

Resources -> StatusReports-> and under Requests -> Click New Request

I get a sheet as Status report request

In this sheet if i come down to assign resources, there are a set of
"Available Resources"
Where are these resources actually coming from.
The reason i am askign is i cant see all teh resources there so wanted to
know from where they are listed. If i want more to appear what do i need to
do

The resouce will have to be in a user group such as team members.
