Creating registered accounts by email

Anyone know how to create something that allows viewers to apply to become a
registered user of your site? (An email then automatically sends them a
password?).

I have a PHP/MySQL solution, but of course that requires you to be running
PHP and MySQL on your server.

Remove the DONOTEMAILMEOHSPAMMEISTERS from my email address if would like
more detail.
