Cross Reference not working

Insert cross reference, heading (Section 3.3) should insert a reference to
Section 3.3..it appears in the list but does not reference at all.

Any ideas?

Does the problem occur with a particular document or with all
documents?

Also, it might be important to know what type of reference you are
inserting. Is it a reference to the text of the paragraph? To the
paragraph number?
