Cross-Reference Woes

I'm attempting to use cross references in a rather large
document, and it is turning out to be very cumbersome. Not
sure if it's just buggy Microsoft code or what, but I'd
really appreciate it if someone could help me out with a
few issues:

(1) The Cross Reference dialog stays visible between
inserting references, but the darn thing takes me to the
top of the list of numbered items each time the dialog is
activated, so I have to scroll all the way back down the
list to find my next reference. Is there a fix for this?
Am I doing something wrong?

(2) Kind of in line with (1), the document I am working on
contains a gazillion numbered items (mostly in the form of
numbered lists, outline form). All I'm really concerned
with as far as cross references go are the section
headers, though. Is there anyway to keep all the other
numbered items out of the list in the Cross References
dialog?

(3) Seems like I have to insert a cross reference twice to
get it to show up correctly. Usually the first time, the
cross reference doesn't reference anything, and I get the
text "0 below" instead of the actual section header. A
second click of the Insert button however adds the proper
reference....

Thanks for any advice. It seems like some of these items
are bugs, but any help would be much appreciated. Thanks!
