Is there a way to have cross references default to a particular format - want them to look like "hyperlinks" in blue - not necessarily underlined. But to make the reader aware they can click on the cross references to take them directly to the referenced spot. ALSO is there a way to direct back to the original spot?

If you create a custom character Style named, for example, XRef with the basic font attributes you want, you can apply that Style to your cross-references. The advantage of using cross-references over hyperlinks is that their content updates if you change the text in whatever they refer to. They also don't change colour just because you followed them. Conversely, hyperlinks are better if the display text isn't meant to be the same as what's at the destination (e.g. 'Click Here'). You could also modify the Hyperlink and FollowedHyperlink Styles to remove their underlining (and even the latter's colour change).

If you create a custom Style and want to edit it, simply apply the existing Style to a paragraph, edit the formatting as appropriate, then right-click and choose Styles>Update (Stylename) to match selection. There are other ways, too, but this is probably the simplest.
