Cross syncing contacts between iphone and outlook 365 on pc

at present if i add a contact to my outlook 365 on pc it will sync and add that contact to my iphone. however, if i add a contact on my phone it will not sync or add the new contact to outlook on my pc. it is not syncing both ways. how to fix this?
