Cross-version compativility of PST files

Backup *.PST files created under one version of Office Outlook are
incompatible with other versions of Office Outlook.
Example: Backup of Office Outlook 2003 via *.PST cannot be imported into
Outlook XP Office. When this isn attempted a message is received that the
*.PST versions are incompatible and that I should contact my administrator.
I am the administrator and I cannot resolve the problem.
This problem is the result of a computer crash. When rebuilding the
computer a later version of Office (XP) was installed. Critical backups
created under OUtlood 2003 must be be imported.
Must I remove Office XP and reinstall Office 2003 to revover these files?
There must be a better way.

Outlook 2003 is the only version that creates a PST file that is not
compatible with earlier versions. If you need a compatible PST file, then
open Outlook 2003 and select File > New > Outlook Data File > Outlook
97/2002 Personal Folders file.

If the new file format was used, then yes, you will have to install Outlook
2003 and copy items from the new file format to a legacy (Outlook 97/2002)
PST.
