Crosstab and or grouping

I am working with a report that displays data as seen below:

I am relatively new working with Access reports.

I have had a time just figuring out how to display this data on one page.
You will notice that we have three sub columns under each year column. What
we need to do is maintain the year groups and be able to span more than one
page when the request is for more than one year.

Any helpful information here is appreciated.
