CSS File Affects Web but not Design Mode

I took .css file from one website and put the file in another. In design
mode, no changes occurred. This was driving me crazy, because I can't
figure out why. Then I viewed the web and the color changes are working.

Why?

This makes it difficult, in design mode.

Did you link the page to it after putting it into the site? Did you copy it
in or import it?

Yes.
I found out the problem. I had to directly delete it from the server site.
Somehow, they started working.
