.csv Attachments won't open outlook 2007

Hi

When i double click on .csv attachement in outlook 2007 wiht SP2, It is not
asking to save or open the file. Rather it opens the file.

This is not controlled by an Outlook configuration but by a Windows
configuration. The solution depends on your version of Windows.

I'm a little confused. Your subject say the attachments won't open, the body
of your email says they do. Please clarify.
