I am having a problem with Excel removing any leading zeros when I open
values from a CSV file.

The file contains the leading zeros when I open it in notepad, but when I do
so in Excel these are removed. What can I do so I can open the CSV file in
Excel but still have the leading zeros?

You'll have to import it as a TEXT field.

In order to ensure you'll get the text to column wizard
you'll need to rename the .CSV file to .TXT prior to opening.

among it's many features it has proper CSV conversion options.
