hi there i have a csv file that has come out of excel looking like this:

Special Services,0.0787,V,UKN,LOC
i need it to be formatted like this:
"01/12/2005","08:58:10",167,"01303275862","United Kingdom","08457404404","UK
Local Special Services",.0787,"V","UKN","LOC",""
can anyone help?
