Ctrl- shortcuts lost

My sister says that after a new dictionary was installed into her Word
2000 at work, the ctrl key shortcuts (ctrl-z, ctrl-x, etc.) stopped
working, and the menus now insist on using 'alt-backspace',
'shift-delete', etc.

What could cause this, and how does she get them back?
