Sounds like you currently have Tools, Options, Edit Tab
#3 Move selection after enter = DOWN.
If this is preferred as default then do not change it.
Instead when you need to have cursor not move after pressing enter
Hold down the Control key while pressing the Enter Key
This will enter the data without moving out of the cell.
