Custom field content is not populated in peer sub-project

I have an architecuture of a master Project file and two sub-projects
inserted into the master Project file (Project Professional, not Project
Server). All 3 projects have a custom field whose contents are identical
(uneditable value lists). All 3 projects have Tables with columns that shows
the custom field. When I view the master Project I see the contents of the
custom field in its columns for Tasks from any of the 3 Projects. The problem
is that when I look at a Task from sub-project 1 in sub-project 2 the custom
field column value is not populated. It is blank. (As expected the whole row
is gray.)

That is because in the second case you are looking at an external task.
When there is a link from one project to another project puts a dummy task
in the first project which has the name and some other information (not all
as you have seen) and internally stores the information about which project
and which task it refers to. It does the same in the other project. When you
view the projects alone, you do not have access to all the information about
that external task because it is not stored with the external dummy task.
When both files are open in a master project, then project hides the dummy
tasks so you do not see this issue.

There is nothing you can really do about it except for always working in a
master project or accepting that dummy tasks do not have complete
information.
