How do you make a custom field that will show up in both gant chart view
and resource usage view. I need to have a job # that will show up along
with the task when viewed from the resource usage view

A Custom field belongs either on the task level or th resource level. Therefore task fields can be shown on a gantt chart, while a resource field will only show up on resource views.

I'm afraid that - as is common the answer with MS Project - the functionality you're looking for simply doesn't exist in MS Project.
