Custom Navagation Theme Buttons

My navigation bar theme buttons don't show up; I only get
text hyperlinks. Why is same page theme not applying.
Please help.

If you are using the new FP2002 Custom link bars (and themes) you need to be running and publishing to a server w/ the FP 2002 SE
