custom outline codes

Is there a way to trigger an email by assigning a custom outline codes? For
example, one of the custom outline codes that we are use is for "Business
Analyst", so the project manager is the owner of the project, but they work
with a Business Analyst to complete the work. We would like to trigger an
email once a BA has been assigned to a project - but they are not assigned to
a task. The task assignment will happen later.

You certainly cannot do this out of the box, however there maybe a way to do
this programmatically, but I've never come across this.

The easiest thing for you to do is to add a task to the plan "Assign BA to
plan" and add the BA to the task to generate the notification. You can put a
trivial amount work on the task so as not to adversely affect availability.
