Custom project resorce restriction

There is a project and some users who can save changes maden in this project.
But i need to prevent users of adding new resorces in this project. How can i
solve this problem ?

We need much more information in order to help you out. Please provide PS
Version and any config information you have.

Usually this can be done thru permissions but it will probably not keeps the
admins or the project PM from adding resources.
