Insert the picture (Insert - picture - from file) in your master slide
(View - master - slide master). Send it to the back using the drawing
toolbar.
Or in your master slide choose Format - background - click on the little
arrow at the bottom of the dialogue - choose fill effects - picture tab -
select your picture by using the browse button - click on insert - OK -
apply to all.
