Custom Workspace List linking to tasks in a project?

Creating new Risks and Issues allow me to link them to a task in a plan. I
want to create a new list in my workspace called Change Controls and also to
have the usual option to link these Change Control items to individual tasks.
Can I modify Project Server to allow me to open up the Link to button on my
Change Control items so that I can pick one or more milestones to link them
to?
