Customize Bulleted List in Bullets and Numbering

Has someone written an explanation of how to use and interpret the pixel
numbers on the "Customize" box of Format/Bullets and Numbering? Does anyone
know how many pixels are in an inch? Can it vary?

Unless you are trying to format for the web (not recommended anyway) you'd
be better working in a printing measurement of cm, in or pts. Uncheck "Show
pixels for HTML features" in Tool > Options > General and you won't have to
bother with pixels.
