Customize options in Outlook 2003

The option to 'Show Standard and Formatting toolbars on two rows' is greyed
out.

How can make it active, so I can turn it off.

This is when you customize the Toolbar in the main Outlook interface? Well
then it's greyed out because there is no Formatting toolbar.
