customize toolbar won't save

When I customize my toolbar, the changes do not stay when I close Excel. I
tried to remane the .xlb file, but the changes still did not save. Is there
something else I can do?

It turned out that Groupwise was conflicting with it. I followed the
directions in this article and it fixed the problem.
