The "Customize Outlook Today..." button on the Outlook Today display
does not do
anything.

How do you set your preferences fot the Outlook Today display?

You did not state what version of Outlook your are using. However,
you may try this if you use Outlook 2000:

OL2000: You Cannot Customize Outlook Today After You Install Critical Update

think this may be the reason.
