Customizing Outlook WebAccess

When I've answered a new messenge using Outlook WebAcess
I can't forward intire body messenge. I mean the original
text is not a part of replied messenge.
Is it possible set it up to do that?
Is it a error from my WebAccess?

Actually, OWA is part of Exchange. You may get a better answer in an
Exchange newsgroup.
