Customizing page numbers

For attorney legal documents the page numbers must go as
follows:

2003NO00001 is the first number

Can I customize the number in sequence following the
number above?

Will this method also work if I want custom numbers in a
footnote? I want to make a footnote with sections and
then pages...such as 1-2 (meaning section or chapter 1 -
page 2) and then have them go in sequential order
automatically. (1-3, 1-4 etc) Is this the way to do it?
