Cut & paste task to move it into the right hierarchy

Situation :
- team members propose to add a new task and immediately add some actuals
- add a project manager you want to be able to add the task in the proper
hierarchy in order to have proper cumulative values.

But, You get a message that you can not "cut" the task as "protect actuals"
are stored.

How can we avoid this ?
How can a task be "moved" to the proper hierarchy in the WBS-structure ?

Tx. But one thing to add is "Allow cell drag and drop should be enabled in
the options-Edit".

Strange there is no way to have a "move" on the menubar or at "rigth-click".
