You will need to do the following to solve your problem:

1. Open a project that contains local resources
2. Apply the Resource Sheet view
3. Double-click the first local resource to open the Resource Information
dialog box
4. Click the Workgroup drop-down list and select None
5. Click OK
6. Repeat steps 3-5 for each local resource in the project
7. Save and close the project
8. Repeat steps 2-7 for every project that contains local resources

In the future, at the time you create local resources in a new project, you
should repeat the above steps for each local resource. Setting the
Workgroup value to None tells Project Server not to attempt to create a user
account for each local resource. Hope this further explanation helps.

Thanks Dale for the clarification, i don't why it wanted
me to open the enterprise resource pool.
