Hello

Is there a product or any add-in that will allow us to create dashboards in
SharePoint portal on top of project server?

I dont know how microsoft missed this feature in project server 2003.

Rami,

Many views within PWA can be accessed thru Web Parts in Portal Server by
default.
Merging these web parts to create dashboards is what many EPM folkes do.
There is a guide available to help with web part URL's
