Data connections Manage Sites is DISABLED :-(

Hi,
I tried to use data connection libraries to optimize the deployment process.
I converted all data connections (development environment & production).
After this,
it all works

When I create a new version of my infopath form and try to publish it on the
production after copying and open it in design mode, I see that the "Manage
sites" is DISABLED. How can I enable this button ? Why is it disabled ? What
am I missing ? Or is it not necessary to modify this ?
