Data entry divides by 10000

This is driving me mad. I have 2 pc's. On one, each time you enter figures into Excel it, in effect, divides the figure by 10000. So if I type 190 I get 0.00019. Even opening a brand new worksheet has the same result. The cell format is general, but even if I change to a number format it doesn't alter. If I type in =190 then I get 190. If I then copy that 190 by dragging it's fine. It's only when I type the actual figures that it screws up. Any ideas? If I copy a worksheet to the other PC all is fine.

If you divide 190 by 10000 you get 0.019, not 0.00019.
Anyway, look in
Tools > Options > Edit tab
If "Fixed Decimal" is ticked, untick it.
