Hi
Assuming the cell that you want to ensure has something in it before
allowing entry in the other cell is D8,
then in the other cell
- choose data / validation
- choose custom
- in the formula line type
=D8<>""
- uncheck the "IGNORE BLANK" box
- click on the OK button
