Is it possible to apply a weight to either the raw data
in a table, or to and avg of the data on a report?

Sure. Add a Weight field to your table, and include it in your
calculations. For example, if you have a field named Score and you
want to weight it in a Totals query, you could use an expression like

SELECT Avg([Score]*[Weight]) AS AvgWeightedScore FROM ...;
