Database has been placed in a state by user

My users are getting the following error when trying to open a mutli-user DB
on CITRIX. I've tried to delete the LCK file but it will not let me. Does
anyone know what might be causing this error?

Error: The database has been placed in a state by user <ADMIN> on machine
<computer name> that prevents it from being opened or locked. (Error 3734)

Explanation: This error occurs when the new passive shutdown/connection
control is being used. This error message indicates that a user set the
database in a mode that will prevent other users from opening it.
