Database Model Refresh disappears from Database menu in Visio 2003

I am updating a series of Visio 2003 Enterprise Architect SP3 files with
recent changes to a database.

I have one Visio document where the Database menu is missing the "Model"
menu item. Is there a setting that I need to check on this file?
