Do I need to allow users to access my computer to search a
database, or can the database be part of my website?

The database can be in your web site. If you are hosted on a Windows server,
you can use ASP and Access. Import the database into your web and create a
database connection: http://www.spiderwebwoman.com/tutorials/create_dbc.htm
and then you can use the Database Results Wizard to create query pages for
your users.
