Date and time display error

I insert date and time, but it is correct on preview but after publishing it
is off by 3 hours

Windows Vista? Click on the time on the right of your task bar and click on
Adjust Date & Time settings.
Windows XP? Double click on the time and then adjust as you wish.

Windows Vista? Click on the time on the right of your task bar and click on
Adjust Date & Time settings.
Windows XP? Double click on the time and then adjust as you wish.
And how would that change the server time that his visitors are seeing?

That won't change anything on the site. The web host would have to change
the date on the server.
