date and time stamp

The date and time stamp won't seem to work all the time on some of my sites.
I have been putting it in a bottom border. I tried on the following page
putting it in the border and in the body. Does anyone know why it won't work
in the border?

Select the date bot and right click it for properties
- set it to the last automatically updated option
(to reflect date the page containing the border was edited)
