Date/Time keeps changing

My date and time keep changing on their own. The date
sometime goes up by a day or down by a day and the time
goes up or down by an hour.

My regional settings are correct. What can be causing this
and how can I fix it?

You need to take this up with the folks in one of the Windows newsgroups. It
could be hardware or software.

One thing you may want to check is the battery backup for the CMOS on your
motherboard. On most newer boards this is one of the thin wafer types of
batteries. Unplug the power from the case before opening the case (ATX
format motherboards have power on them even when they're "off" and take a
few seconds to discharge once the power is removed. Also, observe static
discharge precautions.

Sometimes it could be CMOS problem, sometimes just a bad clock.
Motherboard manufacturers often use cheap unstable components for a
clock schemes. So even new computer could have incorrect clock. Yo can
try to replace your motherboard or use some utilities like Chronograph

Internet.
