decorative corners

I'm just learning FrontPage, and I haven't been able to get the hang of
applying decorative corners to layout cells containing a picture. I keep
getting the error message, "FrontPage was unable to apply the decoration.
Make sure the cell formatting table is well formed and big enough to
accommodate the new decoration." I've tried making the layout table larger
and the layout cell both larger and smaller, but I can't get it to work.
What am I missing?
