Decrease by percent

To increase a number by a certain percent (for instance, 3%) I multiply the number by 1.03. How about if I want to decrease the number by 3%?

=A1*0.97
or
=A1-(A1*(percent_value/100)) -> =A1-(A1*(3/100))
