Default Access Version Issue

I currently am deploying an application that runs with the Access 2007
Runtime environment. My issue is that many of our customers have earlier
versions of Access installed on their machines and the default Access version
is changing each time they run our application. What we're hearing is that
the users are then double clicking their existing (older version) databases
and it's launching them in the Runtime environment (which doesn't allow for
development), instead of their current version. Is there a way to launch our
application without changing their default Access version? Thanks, in

See the following for Albert's setup using Inno Install. The key here
is that he created the MDE in Access 2000 (or maybe A2003) and is
distributing the installer in two parts. One is just the front end
MDE, data MDB and associated files. The first thing this installer
does is check to see if a suitable version of Access is installed on
the system. If not it tells you to download the Access runtime from
Albert's website.

I'm using the same process in my Granite Fleet Manager and quite like
it.
