default measurement units

I cannot seem to change my default measurement units from pixels to inches. This a really problem in formatting documents. I have used the "Tools", then "General" tab, then clicked "inches," but nothing has changed. My documents are still formatted to pixels. Is this a problem others have encountered? ...a bug in the 2003 version of Office? Thanks for any help you can provide

They're probably "character units" rather than pixels. See
